[Yazlist] packaging yaz++

Hi,

I am packing yaz++ for fedora!

I'd ask that the maintainers follow the bug report:

If you look at the spec file you will notice how I have had to do a
few wonky things to build the documentation correctly. It would be
nice if this was fixed properly in your makefile. I would produce a
patch, but there is actually missing information, in particular with
the -utils binaries, most of them are missing man pages.
