[Yazlist] Coonection Refused - Error

HI,

I am getting following error message when trying to connect with LOC or any other Z39.50 server using YAZ-Client. Same command sets are working with other systems. Any help would be appreciable.  

[root at localhost ~]# yaz-client
Z> open z3950.loc.gov:7090/voyager
Connecting...error = System (lower-layer) error: Connection refused
