[Ex-plain] Latest DTD (was ZIG)

The DTD and Schema should certainly describe exactly the same set of tags 
and their content model.  No question of a doubt there!

However unless the XML Schema Specification sucks more than I could 
possibly believe, it should be able to do this as the DTD is not 
especially complex.
