Refactor PP2 charsets handling, use pazpar2_mutex.

pp2_relvance_tokenize split into functions pp2_relvance_tokenize
and pp2_relevance_first. This allows ICU tokenize handlers to be
reused within a thread and makes ingest_to_cluster slightly faster.
